Absolutely, there's no hard and fast rule that suits all.

In some industries, particularly software, I've experienced employers who are very sensitive about employees who intend to leave and communicate that to them - so much as they'll actively start recruiting even though you've only mentioned that you're thinking of leaving!

Merely mentioning your concerns can really spook some employers so always err on the side of caution or approach someone you absolutely trust for advice.
