In my experience this is something of an unobtainable and utopian view.
I find that within software engineering there's a definite disconnect between management and developer teams primarily based on their non-technical vs. technical nature. It's a continual source of dissonance.
However, I do appreciate your view in finding middle ground - that is the ideal solution.
