There's likely a checklist somewhere, most probably stored deep within the vaults of HR that contains the technical things that must happen when a developer leaves - but as they lack the technical chops themselves there's no guarantee that everything is carried out correctly.

Many's the time I've had mails from HR myself to check into someone's access to specific resources, or to delete someone's account who left the company a long time ago and was forgotten about by both management and HR.
